The Incheon layover tour is for foreign passengers with a layover of 24 hours or less, and most courses are listed as free. Register at the airport desk 30 minutes before the tour starts.
Three things often go wrong: a missing K-ETA, a tour start time that leaves no room after immigration, and a desk that is on the 1st floor, not the departure level. This guide covers each one using the airport's own pages, then lists every tour by day of the week.
If the tour is full or you miss the window, there are fallbacks: a waiting list, a 30-minute culture zone inside Terminal 1, and an overnight program for longer layovers.

Two ways to read this guide. Already booked online: go to Find the desk. Not booked yet: start with Count your hours, because seats are first come, first served at the desk too.
Visa-free passport? You still need a K-ETA unless your country is exempt
The airport lists three routes into the tour. Find yours in the table, then read the K-ETA rule below it.
The three eligibility routes
| Route | Who it covers |
|---|---|
| Passengers from visa-free countries | Nationals of countries that can enter Korea without a visa |
| Passengers transiting through a third country | Holders of a visa (including permanent residency) from the U.S. (including Guam and Saipan), Canada, Australia, New Zealand, or any of 32 European countries, who are transiting through Korea to or from one of those countries |
| General transit passengers | Foreign nationals transiting through Incheon Airport who wish to join the program |
(Source: Incheon Airport · Transit Tour Guide)
The K-ETA rule is the one people miss. Visa-free nationals do not get to skip it:
You can participate in the Incheon Airport Transit tour without a visa if you meet any of the following requirements. However, even if you are from a visa-exempt country, you will need to obtain a K-ETA if you are not from a country/region temporarily exempt from the Korean Electronic Travel Authorization (K-ETA). — Incheon Airport · Transit Tour Guide
In plain terms: if your passport is visa-free for Korea, apply for a K-ETA at k-eta.go.kr before you fly, unless your country is on the temporary exemption list. The Ministry of Justice has extended that exemption to the end of 2026:
The Ministry of Justice decided to extend the temporary exemption period for 1 more year [...] the exemption will be effective until December 31, 2026 (KST) — Consulate General of the Republic of Korea in Seattle · K-ETA notice
That notice is dated December 20, 2024. Unverified: this guide could not open the current list of exempt countries; check k-eta.go.kr and select your nationality in the application, which shows a pop-up if you are exempt.
VisitKorea lists a different third condition than the airport does:
3. Passengers who are transferring at Incheon International Airport with a flight ticket for departure within 72 hours. — VisitKorea · Transit Tours
The airport's own page, which runs the program, caps the layover at 24 hours. Follow the airport's 24-hour rule and confirm with the desk (Terminal 1: +82-32-741-3139, Terminal 2: +82-32-741-0060) if your layover is between 24 and 72 hours.
Count your hours first: the Incheon layover tour desk closes 30 minutes before the tour
Your layover has to fit two official limits: 24 hours or less, and a registration deadline 30 minutes before the tour starts.
To participate in the Transit tour, your layover time must be 24 hours or less. Passengers with layovers exceeding 24 hours cannot join the tour. — Incheon Airport · Transit Tour Guide
Please arrive at the registration desk at least 30 minutes before your tour's scheduled start time, as indicated in your reservation confirmation. Your reservation remains valid until 30 minutes prior to the start time. After this period, any unclaimed seats will be offered to individuals on the waiting list. — Incheon Airport · Transit Tour Guide
A booking is not lost until 30 minutes before the tour. After that the seat goes to the waiting list, so set your phone alarm for the deadline, not the start time.
Some travel pages mention a 4-hour minimum layover. The airport's page states only the 24-hour maximum, so ask the desk if your layover is short.
Registration needs your passport and boarding passes for both your arriving and departing flights. If you arrive at the Concourse (the area from which you need a shuttle train to reach the terminals), take that train to Terminal 1 or 2 on your own and go to the 1st-floor desk.
Do the arithmetic
The course page lists tours of 3 to 5 hours, plus a 30-minute culture program inside the airport. Add the 30-minute registration deadline and a 5-hour tour needs 5 hours 30 minutes from the desk to the return. A 4-hour tour needs 4 hours 30 minutes.
Those numbers do not include immigration, the shuttle train from the Concourse, or your own check-in for the next flight. The airport gives no figures for them, so leave your own margin.
Example: Thursday arrival 06:30, departure 21:00
You have 14 hours 30 minutes. On Thursday, two courses start at 09:00: the DMZ Tour (09:00 to 14:00, with a $4 entrance fee at the Third Tunnel) and the Gyeongbokgung and Insadong tour (09:00 to 14:00, $3 at the palace). The desk deadline is 08:30, two hours after landing. Either tour returns about 14:00, leaving seven hours before your flight. Pick by interest, not by time.
Example: Monday arrival 13:20, departure 22:00
Monday has Hongdae at 14:00 and Petit Shopping Delight at 15:00. The Hongdae desk deadline is 13:30, which is 10 minutes after landing and before immigration. The 15:00 tour has a 14:30 deadline, 70 minutes after landing. Choose the 15:00 tour, and after immigration go straight to the 1st floor through the Ministry of Justice entrance on the 2nd floor instead of up to the 3rd-floor departure level (the airport's own shortcut, quoted under the Terminal 1 desk below).
Find the Incheon Airport transit tour desk: Terminal 1 near Gates 1 and 2, Terminal 2 across from Exit 4

The pin marks Incheon International Airport (ICN) in Yeongjong-gu, Incheon, west of Seoul; the other airports and bus terminals on the map are not part of this tour.
Go to the Transit Tour Registration Desk on the 1st floor of the terminal where you are. The airport lists every tour in the table below as leaving from both Terminal 1 and Terminal 2.

On Tuesdays the Gyeongbokgung tour visits Changdeokgung Palace instead, because Gyeongbokgung is closed that day. If rain or snow cancels outdoor stops, the airport lists Seoul Botanic Park as the bad-weather alternative.

| Green Lovers (bad-weather alternative) | Seoul Botanic Park | 3 hours | $4 (park) |
| K-Culture Zone | Try on hanbok, make crafts, inside the airport | 30 minutes | Free |

The K-Culture Zone is in Terminal 1, East Wing, 4th floor, Transit Lounge, 09:00 to 20:00. It is the option when your margin is too small for a city tour.
Two golf tours also appear on the page, priced at ₩170,000 (Orange Dunes Yeongjong Golf Club, Tuesday, Saturday and Sunday 08:00 to 13:00) and ₩180,000 (Club 72 Sky Course, daily 08:00 to 13:00 with pickup). They are booked through the clubs, not the airport desk.
Tour full or running late? The waiting list and the last meeting point
If the tour you want is full, join the waiting list and check the online system again 30 minutes before the tour starts. The airport says your chance depends on that update:
The chance to join will depend on the participation status updated in the online reservation system 30 minutes before the tour starts. — Incheon Airport · Transit Tour Guide
If the group leaves without you at the last meeting point, you pay the cost of getting back:
All responsibility lies with the passenger, who must immediately use the fastest means to arrive at the airport. — Incheon Airport · Transit Tour Guide
Save both desk numbers in your phone before the tour (Terminal 1: +82-32-741-3139, Terminal 2: +82-32-741-0060) and write down the meeting time. The airport also lists the e-mail transferinfodesk@gmail.com for questions.
Two more rules from the same page: seats are first come, first served online and on arrival, and the Ministry of Justice does not allow two entries into Korea during a single visit.
Layover over 24 hours? K-Stopover is the other program
Layovers over 24 hours cannot join the transit tour. VisitKorea points overnight travelers to K-Stopover, which is booked in advance and paid for:
If your layover at Incheon International Airport goes overnight, we recommend K-Stopover, in which you can use accommodations, transportation, airport lounges, and shopping vouchers at an affordable price. — VisitKorea · Transit Tours
Book at k-stopover.com, then go to the Stopover registration desk on the 1st floor after immigration. The desk is open 07:00 to 18:00 (KST). In Terminal 1 it is at desks 19 and 20 between Exits 1 and 2; in Terminal 2 it is next to the Tourist Information Desk near Exit 3. Inquiries: +82-32-741-3139.
FAQ
Can I walk up without a reservation?
Yes, but seats are first come, first served at the desk as well as online. Arrive at least 30 minutes before the tour starts.
Which documents do I need at the desk?
Your passport and boarding passes for both your arriving and departing flights.
I land at the Concourse. How do I get to the desk?
Take the shuttle train to Terminal 1 or Terminal 2 on your own, then go to the Transit Tour Registration Desk on the 1st floor.
Is there a rainy-day option?
Yes. Green Lovers visits Seoul Botanic Park and is offered when rain or snow makes outdoor tours a poor fit. The park entrance is listed at $4.
Can I enter Korea twice on one trip?
No. The Korean Ministry of Justice does not allow two entries into Korea during a single visit, so plan the tour around one entry.
Before you go: checklist
- Check your K-ETA or visa at k-eta.go.kr before you fly.
- Count: tour length plus 30 minutes for registration, plus your own margin for immigration and check-in.
- Pack your passport and boarding passes for both flights.
- Save the desk numbers: Terminal 1 +82-32-741-3139, Terminal 2 +82-32-741-0060.
- Know where the desk is: 1st floor, Terminal 1 near Gates 1 and 2 (desks 19 and 20), Terminal 2 across from Exit 4 (desks 5 and 6).
- Set an alarm for the last meeting point.
